As the demand for using Vietnamese-issued documents abroad continues to grow, especially among foreign individuals and entities, ensuring the authenticity and legal validity of copies of original documents has become a critical requirement. From July 1, 2025, the identification and declaration of information about beneficial owners has become a mandatory legal obligation for enterprises under the amended Law on Enterprises. This is an important reform step, in order to enhance transparency in business activities, at the same time, it meets international standards on money laundering prevention. However, the process of implementing this obligation has in fact posed many obstacles for businesses in determining the right subjects to declare, the time of implementation, as well as preparing the necessary information in accordance with the law. In a face-to-face interview with the Voice of the People of Ho Chi Minh City (VOH) on August 1, 2025, Lawyer Nguyen Nhat Duong, representative of HM&P Law Firm ("HM&P"), specifically analyzed the legal issues surrounding this regulation, from the legal basis of the regulation, the correct understanding of "beneficial owners", to practical notes that businesses need to pay special attention to to ensure full and timely compliance.

From July 7–10, 2025, the Personal data protection week (PDP Week 2025), jointly organized by the Personal Data Protection Commission of Singapore (PDPC Singapore) and the Asian Institute of Policy and Privacy (AIPP), was held on a large scale at Marina Bay Sands Expo & Convention Centre, Singapore. The event brought together more than 3,000 attendees, mostly from across Asia, including regulators, data protection professionals, and corporate representatives, to exchange experiences, share best practices, and foster cooperation in personal data protection.
On July 3, 2025, Mr. Nguyen Van Phuc, Managing Partner of HM&P Law Firm (“HM&P”), attended the Vietnam–Argentina business opportunity conference held at Novotel Saigon. In light of increasingly stringent legal requirements on personal data protection, especially with the Law on Personal Data Protection (“PDPL”) passed by the National Assembly on June 26, 2025, and coming into force on January 1, 2026, the appointment or outsourcing of a Data Protection Officer (DPO) has become a statutory obligation for businesses (Clauses 2 and 3, Article 33 of the PDPL). Amid Vietnam’s accelerated push for digital transformation in public administration, the Government issued Decree No. 69/2024/ND-CP on May 15, 2024, regulating electronic identification and authentication. Accordingly, from July 1, 2025, all administrative procedures must be carried out via electronic identification (eID) accounts issued by the Ministry of Public Security. This new regulation presents an urgent requirement for businesses to register and utilize eID accounts to avoid disruptions in digital administrative processes.
